Loay Hidmi

Dr. Hidmi is a senior engineer mainly handling projects related to water and wastewater utilities and projects. Throughout his career, he has been heavily involved in projects related to PPPs, commercialization, and capacity building related to water and municipal sector reform. He was also heavily involved in the high profile Amman Water Commercialization project in terms of the institutional and managerial aspects of the reform such as Change Management, Training and Capacity Building, and Business Planning for the reformed utility. He has advanced expertise in infrastructure project identification, needs assessment as well as preparation of project appraisal documents for such projects both in the U.S. and the Middle-East region. Dr. Hidmi conducted evaluation projects for the EU (Final Evaluation of the PMU), JICA (Ex-Post Evaluation for a water project), and the US Department of Justice in their case against Massachusetts Water Resources Authority. Dr. Hidmi is well acquainted in Jordan, and Iraq water sectors. His experience covers advising and supporting policy development, commercialization, sector reform, and regulatory framework development including in the water sector. He is working in water policy reforming, institutional analysis, capacity building and training, water and sanitation tariff analysis, water and waste water sectoral policies, water data management, water conservation, investments viability, feasibility studies, sustainability evaluation, risk management, environmental analysis, social impact analysis, monitoring and evaluation and also efficiency and effectiveness measurements.
