Observatoire Marocain des Prisons
Overview
The Observatoire Marocain des Prisons (OMP) is a Moroccan non-governmental organization established in 1999 by a group of human rights defenders and legal professionals. Its founding objective is to monitor, promote, and defend the rights of individuals in detention across Morocco. Operating as a watchdog institution, OMP focuses on improving prison conditions, supporting legal reforms, and advocating for the humane treatment of prisoners in line with both national laws and international human rights standards.
OMP’s mission is deeply rooted in the belief that every person deprived of liberty should be treated with dignity. The organization works to ensure that Morocco's prison system respects fundamental rights, as outlined in national legislation—such as Law 23/98 on prison organization—and in international frameworks including the United Nations Standard Minimum Rules for the Treatment of Prisoners (Mandela Rules) and the International Covenant on Civil and Political Rights (ICCPR). These guiding principles serve as the foundation for OMP’s efforts to influence public policy and prison reform.
