Dr. Nabil Mansour AL TARBAGHIA is a senior project management, EPC/EPCM and business development professional with 36 years of experience across the energy, infrastructure, industrial, environmental and technology sectors. He currently serves as Director of International Project Management (EPC/EPCM) at AT GROUP and Deputy General Manager at CCCC Libya.

His expertise covers the full project lifecycle, including opportunity assessment, feasibility studies, proposal development, procurement and sourcing, contract administration, risk management, stakeholder coordination, execution monitoring and delivery assurance. He has contributed to projects and commercial initiatives in more than 26 countries across Africa, the Middle East, Asia and Europe, working with government authorities, investors, engineering contractors, suppliers and multidisciplinary teams.

Dr. Al Tarbaghia brings particular strength in public-sector contract governance, procurement integrity, institutional coordination, compliance, performance monitoring and dispute prevention. He holds a PhD and a Master’s degree in Management and a BSc in Information Technology, complemented by professional training in e-procurement, anti-corruption, construction project management, project cycle management and results-based management.
