My experience as an expert in European cooperation programs for USAID, ADB, KfW, IBRD, GIZ, etc. has also enabled me to acquire a perfect command of the procedures and working tools of the various funding agencies.
My previous experience (over 30 years in the Ministries of Planning and Finance, Development and International Cooperation, Agriculture, the Chamber of Deputies, the Chamber of Councillors, Regional Councillor, in charge of administrative and financial affairs for local authorities, agricultural and trade union organizations, political advisor, civil society organizations) at different levels of the administration has enabled me to develop my analytical and design skills, and to learn rigor, autonomy, interpersonal skills, a taste for initiative and teamwork.
In addition, my high-level responsibilities in the executive sphere (general manager, regional councillor, vice-president of a local authority), the legislative sphere (rapporteur for the Finance and Regional Development Committee, member of the Territorial Organization Committee), the trade union and employer bodies and the associative sphere - which have also enabled me to develop a network of relations and communications across ministries, institutions and organizations - are all qualities likely to meet the objectives of my missions.
