Overview

Humanitarian Outcomes is an independent specialist consultancy based in the United Kingdom, with additional presence in New York. It is comprised of former humanitarian practitioners and policymakers who provide research, evaluations, and policy advisory services to donor governments and humanitarian agencies. Their work focuses on the institutional, financial, and operational aspects of the international humanitarian system, while also considering the political and strategic contexts that influence aid policy.

The organization conducts both independent and commissioned studies, including operational reviews, performance assessments, and curriculum development, all aimed at producing evidence-based and practical solutions for humanitarian actors. One of their key initiatives is the Aid Worker Security Database (AWSD), which tracks major attacks on humanitarian workers worldwide and is widely used to inform policy and improve safety measures.

Another flagship program is CORE (Coverage, Operational Reach, and Effectiveness), which includes the Global Database of Humanitarian Organisations (GDHO)—an annually updated record of more than 4,000 agencies working in crisis-affected settings—and SCORE, a perception survey that assesses aid coverage and effectiveness in conflict zones.

Humanitarian Outcomes also contributes to system-wide assessments such as the State of the Humanitarian System reports, evaluates pooled funding mechanisms like CERF and country-based pooled funds, and analyzes donor financing and accountability structures. Additionally, they produce thematic research on food security, cash transfers, protection, anti-corruption, and resilience, and provide training, strategic advice, and educational content for the humanitarian sector.
