Community of Democracies

Overview

The Community of Democracies (CoD) is a global intergovernmental coalition established in 2000 to promote and strengthen democratic norms, institutions, and practices worldwide. Guided by the Warsaw Declaration, it brings together member states, civil society organizations, and international partners committed to democracy, human rights, and the rule of law. The organization operates through its Governing Council—comprising democratic states such as Morocco in the MENA region—and collaborates with partners like International IDEA, civil society groups, and youth networks. Its work focuses on defending civic space, supporting democratic transitions, advancing women’s political participation, and fostering dialogue between governments and civil society. CoD implements initiatives such as the LEND Network and CD-UNITED program, providing technical support, capacity building, and sometimes funding for pro-democracy projects. While not a large donor agency, it plays a key role in connecting governments, civil society, and international actors to advance and safeguard democratic governance globally.
