Amine Bakkali

Monitoring, Evaluation, and Learning (MEL) professional with over 15 years of experience in managing and evaluating development programmes across Morocco, Sub-Saharan Africa, and the Middle East. Proven expertise in designing and implementing results-based management (RBM) systems, developing MEL frameworks, and institutionalizing learning processes for international donors, NGOs, and government partners.

As Intervention Manager and MEL Officer at Enabel (Belgian Development Agency), I led the MEL strategy of the Legal Empowerment of Migrants, Refugees and Asylum Seekers project funded by the European Union. I designed and operationalized a new RBM system, developed performance indicators and data collection tools, and coordinated pre/post-test evaluations to assess capacity development outcomes. I also developed a Learning Agenda to capture lessons learned and facilitate continuous improvement across partner organizations.

As MEL Advisor for the Challenge Fund for Youth Employment (Palladium Group), I supported implementing partners in strengthening their monitoring systems, developing theories of change, and conducting Data Quality Assessments (DQA). I provided tailored coaching to build local capacity in evidence generation, data validation, and adaptive learning.

Earlier, as Monitoring & Evaluation Project Manager at Education for Employment (EFE), I designed and managed the M&E system for youth employability programmes and coordinated external evaluations funded by the Mastercard Foundation and other partners. I also established EFE’s Alumni Network to promote learning, feedback, and community engagement.

Throughout my career, I have integrated learning and accountability mechanisms into programme management, enabling teams to use evidence for strategic decision-making and reporting to donors such as the EU, Enabel, CFYE, and the Mastercard Foundation.

I hold a Master’s degree in Human Development, a Bachelor’s degree in Marketing, and a certificate in Development Evaluation from Carleton University (Canada). I am fluent in English, French, and Arabic, and a member of the Moroccan Evaluation Association and the Project Management Institute (PMI).
