IMAD ABI-KHALIL

Senior MEAL Specialist, Institutional Strengthening Expert and Data Analyst with extensive experience designing and managing monitoring, evaluation, accountability and learning systems for humanitarian and international development programmes across Lebanon, the MENA region and Sub-Saharan Africa. Experienced in education, protection, gender equality and social norms, livelihoods, resilience, peacebuilding/social cohesion, WASH, food security and institutional strengthening.

Strong expertise in Results-Based Management (RBM), Theory of Change, logical and results frameworks, indicator development, MEAL plans, IPTTs, baseline/endline studies, outcome monitoring, impact assessment, sampling and mixed-methods evaluation. Experienced in developing quantitative and qualitative methodologies using surveys, KAP/perception assessments, FGDs, KIIs, participatory approaches and outcome narratives, with strong attention to data quality, safeguarding, informed consent, confidentiality and accountability to affected populations.

Currently Head of MEAL at René Mouawad Foundation and engaged in international and national consultancy assignments, including institutional strengthening and MEAL support. Experienced in managing donor-funded programmes and assignments involving UNICEF, UNOCHA-LHF, AFD, EU, ILO, UNDP, World Bank/JSDF, BMZ/GIZ, WHH and other international partners.

Strong quantitative and data-management background, combining programme-level MEAL expertise with advanced analytical skills in SPSS, Python, Power BI, Excel/Power Query, KoboToolbox/XLSForm and ArcGIS. Experienced in database management, data cleaning and validation, DQA, indicator verification, statistical analysis, dashboards and translating complex evidence into actionable management recommendations and donor-ready reporting.

Ph.D. Candidate in Statistics and Information Science, with an M.S. in Management Analytics from the University of Toronto, a Professional Certificate in Big Data Management, and a B.S. in Computer Science. Native Arabic speaker with professional proficiency in English and French
