Building Resilient and Inclusive Communities in Conflict (BRICC) is an anticipated USAID Indefinite Delivery Indefinite Quantity Contract (IDIQ) based in Jordan, that aims to work across numerous sectors in Syria to strengthen Syrian communities and foster stability. The project is anticipated to start in September 2019. The total estimated cost for this project is $100M-$299.99M.

USAID/Jordan is seeking partners to implement the "Building Resilient and Inclusive Communities in Conflict (BRICC)" activity in Syria through a multiple holder Indefinite Delivery Indefinite Quantity (IDIQ) Contract. 

The project aims to restore essential services, strengthen inclusive, participatory, and accountable governance; restore livelihoods and revive economies; expand access to education and vocational training and increase access to healthcare, mental health, and psycho-social support services. The project is anticipated to start in September 2019.

The Intermediate Results that Task Order holders shall achieve by working with stakeholders are:

  • Essential services restored and accessible;
  • Inclusive, participatory, accountable, and transparent governance strengthened;
  • Livelihoods restored and economies revived;
  • Access to education and vocational training expanded;
  • Access to healthcare, mental health, and psycho-social support services expanded. 

The objective of the Syria Essential Services and Livelihoods (SES+L) Task Order 1 is to advance the BRICC Resilience Objective by delivering services to achieve three of the BRICC IDIQ Intermediate Results (IRs):

  • IR 1. Essential services restored and accessible
  • IR 2. Inclusive, participatory, accountable, and
    transparent governance strengthened
  • IR 3. Livelihoods restored and local economies
    revived.

    The program will initially be implemented in Northeast Syria and must be able to cover the whole of Syria, including the ability to implement activities in newly liberated areas, as the legal and policy parameters permit.

The primary means of accomplishing the SES+L Task Order objective is through participatory, community-based approaches to essential services, good governance, and livelihoods. The SES+L Task Order Holder shall bring together diverse Syrian actors and other regional and international partners to help Syrians sustainably restore and manage essential services, strengthen governance processes, and jump-start economic recovery.

To achieve the Resilience Objective and Intermediate Results detailed above, BRICC will apply an integrated, coordinated, multi-sectoral, conflict-sensitive and system-based technical approach. Specifically, BRICC will apply the following principles to achieve the intermediate results:

b) Conflict-Sensitive
c) Community Ownership
d) Coordination
e) Sustainability for Self-Reliance
f) Innovation and Creative Thinking:
- Creativity
- Fostering Innovation
- Managing for Innovation

BRICC will ensure women, youth, religious, ethnic and other disadvantaged populations are considered together with other vulnerable groups for inclusion in all Task Orders. BRICC will build upon the lessons learned from previous U.S. and international interventions implemented in conflict-affected communities within Syria. It will use an integrated approach, and it will seek to restore stability to communities, reduce their dependence on humanitarian assistance, and build a foundation for self-reliance.
