SECO Startup Fund (SSF)

Overview

The SECO Start-up Fund (SSF) is an impact-driven development finance facility established by the Swiss State Secretariat for Economic Affairs (SECO). Since January 2025, it has been managed by iGravity and Seedstars. The fund offers unsecured loans to Swiss-based investors for financing early-stage or expansion-phase business projects in emerging and transition economies. These projects must be commercially viable and comply with recognized environmental and social standards. The loans can cover up to two-thirds of project costs, with a cap of CHF 500,000, and a maximum repayment period of seven years. SSF’s structure allows investors to retain equity, benefit from stable interest terms, and access support through Swiss diplomatic networks in key partner countries across Africa, Latin America, Eastern Europe, Central Asia, and Asia. Since its relaunch, SSF has committed approximately CHF 34 million, mobilized CHF 486 million in additional private capital, and helped generate nearly 20,000 new jobs. Its current strategy focuses on providing patient debt to post-revenue, impact-oriented businesses that create decent jobs, offer essential services, promote climate-smart solutions, and strengthen Swiss international cooperation efforts.
