About
Kassem El Saddik is an international Learning and Evaluation Expert with over two decades of experience leading complex evaluations, strategic reviews, and policy-oriented analytical assignments across Lebanon, the wider MENA region, and global contexts. His expertise is highly aligned with this Final Evaluation, particularly in humanitarian evaluation, cash and livelihoods programming, social protection, crisis response, vulnerability analysis, institutional coordination, and evidence-based learning. As Co-Founder and Learning & Evaluation Lead at 360 Consulting, Kassem provides strategic oversight and quality assurance across the 360-evaluation portfolio, ensuring methodological rigor, contextual sensitivity, and actionable learning for clients and partners.
Kassem has led and quality-assured multiple evaluations in Lebanon’s humanitarian and socio-economic crisis context, including assignments for Mercy Corps, Action Against Hunger/ACF, Oxfam, NRC, Save the Children, WeWorld, and other international organizations. He has also led evaluations and assessments covering multi-purpose cash assistance, livelihoods, social protection, WASH, protection, local service delivery, social cohesion, urban recovery, and resilience programming, providing him with a strong understanding of how humanitarian assistance interacts with household vulnerability, local systems, referral pathways, and community-level dynamics.
Kassem’s evaluation experience is grounded in mixed-methods approaches, including theory-based evaluation, outcome and contribution analysis, qualitative inquiry, stakeholder consultations, and the use of quantitative programme data to assess performance, relevance, effectiveness, efficiency, impact, and sustainability. He has extensive experience engaging with diverse stakeholders, including beneficiaries, municipalities, local partners, government institutions, UN agencies, such as UNEP, and donors, and coordination platforms. Beyond Lebanon, Kassem has led complex evaluations and strategic assignments for UN agencies and multilateral organizations, including FAO, UNICEF, ESCWA, UNECA, WIPO, UNITAR, and the World Bank. These assignments have strengthened his expertise in institutional learning, data-informed decision-making, resilience, governance, and systems-level analysis in fragile and crisis-affected contexts. His work with FAO evaluations in Türkiye, Yemen, Jordan, and Lebanon further reinforce his experience in resilience programming, livelihoods, natural resource management, local institutional capacity, and policy and information systems in protracted crisis settings.
Kassem’s profile also brings added value through his deep knowledge of Lebanon’s socio-political and economic context, his longstanding engagement with humanitarian and development actors, and his leadership in the evaluation field. As a founding member of EvalSDGs, EvalMENA, and the Lebanese Evaluation Society, and through his advisory contributions to global evaluation initiatives, Kassem brings both technical depth and a strong learning orientation.
