Firas Ali shatnawi

Firas Ali Shatnawi is a senior Occupational Safety and Health (OSH) and Labour Management Specialist with more than 30 years of experience in government leadership, international consultancy, labour inspection, work-injury insurance, and institutional capacity building. He holds an M.Sc. in Occupational Health (2001) and a B.Sc. in Environmental and Occupational Health (1991) from the Jordan University of Science and Technology.

His government career at the Jordanian Social Security Corporation spanned 1993–2021. He served as Director of Occupational Safety, Director of Work Injuries and Occupational Safety, and Advisor to the Director General. He chaired the National OSH Strategy Team in 2019–2020 and contributed to developing inspection procedures, assessment tools, and mechanisms linking employers’ OSH compliance to work-injury insurance contribution rates.

He has extensive experience in occupational accident and disease recording, notification, investigation, and data management. In 2024, he conducted an ILO-supported national review of these systems in Saudi Arabia, assessing legislation and electronic reporting arrangements, identifying gaps, and recommending reforms. The assignment involved coordination with government institutions, social insurance authorities, health agencies, and employers’ and workers’ organizations. He produced bilingual technical recommendations addressing data classification, disaggregation, and improvements to the national OSH reporting platform.

In Qatar, he supported the Ministry of Public Health in standardizing OSH definitions and classifications and establishing a national minimum dataset for work-related injuries and fatalities. His work also addressed incident investigation standards and the integration of work-relatedness information into healthcare data systems. Earlier consultancy for Saudi Arabia’s General Organization for Social Insurance included occupational injury analysis, accident investigation methodologies, workplace assessment protocols, and prevention incentives.

His international assignments include work with the International Labour Organization, Arab Labour Organization, European Union, JICA, and programmes funded by the French Development Agency. He managed two EU-funded projects concerning work-injury insurance reform and OSH enforcement, with budgets of EUR 1.5 million and EUR 300,000.

In 2026, he is developing sector-specific OSH guidelines for mining, healthcare, and retail in Saudi Arabia under an ILO assignment. The work covers regulatory frameworks, hazard identification, risk assessment, preventive measures, institutional responsibilities, emergency preparedness, and monitoring and evaluation, supported by stakeholder consultations and bilingual technical outputs.

He also brings practical experience across mining, construction, manufacturing, healthcare, and agriculture. Since 2023, he has provided OSH consultancy to the Arab Potash Company, including system reviews, gap analysis, strategic recommendations, and corrective action planning across three operational sites. In 2025, he led an agricultural decent-work and OSH assignment covering 28 farms, developed a sectoral code of conduct, trained 256 participants, and evaluated
