Hala Al Sharif
About
I am a senior development professional with over 20 years of experience leading large-scale, donor-funded reform initiatives in Jordan and the MENA region. My expertise lies in public sector modernization, institutional capacity building, policy development, procurement reform, and digital transformation. I have successfully worked with key government counterparts—most notably the Ministry of Education (MoE), Ministry of Public Works and Housing (MPWH), and Ministry of Health—supporting national strategies in education, health, and infrastructure sectors.
As Chief of Party for USAID’s Enhancing School Management and Planning (ESMP) project, I led high-impact reforms aligned with Jordan’s Public Sector Modernization roadmap. I oversaw the implementation of digital systems (CMIS), introduced new SOPs, and guided policy-level transformations in coordination with senior ministry officials. My familiarity with GoJ procurement bylaws and donor compliance frameworks allowed me to manage Government-to-Government (G2G) agreements and host-country contracts effectively.
I bring deep experience in institutional diagnostics, legal and organizational restructuring, and cross-ministerial coordination. I have worked with TVET stakeholders, engaging with multiple donors to support harmonized planning and reform implementation. My role as a Certified Master Trainer enhances my facilitation skills—crucial for managing change, stakeholder buy-in, and building ownership of reforms.
My leadership is grounded in strong technical delivery, stakeholder engagement, and a results-oriented approach. I hold a Master’s in Marketing and certifications in Moral Leadership, Policy Design, and Evidence-Based Decision Making from Harvard University.
