Hayat Askar is an independent Evaluation and Public Policy Consultant with a commitment to strengthening evaluation practice and supporting evidence informed decision making.

She holds a Graduate Diploma in Public Policy and Program Evaluation from Carleton University, Canada, and brings over 15 years of experience in monitoring, evaluation, research, and public policy. Throughout her career, she has worked across the public, private, and international development sectors, supporting governments, civil society organizations, UN agencies, donors, and development partners in designing, implementing, and evaluating programmes and policies.

Hayat has led and contributed to evaluations, research studies, policy development, and capacity strengthening initiatives across a range of sectors. Her expertise includes evaluation design and implementation, project monitoring, policy analysis, gender integration, data analysis, and the development of practical, evidence-based recommendations that support learning, accountability, and better decision making.

She is passionate about translating evidence into actionable insights that improve programmes, strengthen institutions, and inform effective public policy.
