Louise Roos

Louise is a Senior Research Fellow at the Centre of Policy Studies (CoPS) at Victoria University.  Her research focuses on the development of large-scale multi-regional and national computable general equilibrium (CGE) models, and the application of these models to understand the determinants of economic growth and structural change, forecasting, and policy analysis. Since completing her Ph.D., she has developed and applied several large CGE models mostly for countries in Africa and the Middle East. She developed models and detailed databases for South Africa, Uganda, Nigeria, Indonesia, Saudi Arabia and Jordanian economies. She also visited the King Abdullah Petroleum Studies and Research Centre (KAPSARC) in Riyadh Saudi Arabia as a visiting researcher.

Louise has published a number of refereed publications covering topics such as: the economic impact of HIV/AIDS; the economic consequences of fiscal reform on oil-rich countries; and energy reform. Her articles have been published in a wide range of journals, including Economic modelling, Computational Economics, International Journal of Islamic and Middle Eastern Finance and Management, World Trade Review and the South African Journal of Economics.

Louise’s primary responsibility at CoPS is contract research. She has worked for a wide range of clients including international institutions (e.g. World Bank, International Atomic Energy Agency (IAEA)), private institutions (e.g. Oxford Policy Management (OPM), Leading Point Management), government departments (e.g. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), The Ugandan Ministry of Finance, Gauteng Provincial Treasury in South Africa, Industrial Clusters (previously the National Industrial Clusters Department Program (NICDP) in Saudi Arabia)) and universities (e.g. University of Pretoria in South Africa).

Louise’s most recent projects included the analysis of developing a CGE model for Saudi Arabia to evaluate the impact of Emissions Trading Schemes (ETS) on the energy market. She is also currently developing a  regional model for Saudi Arabia to investigate the impact of investment in large projects.
