Lucas have  more than 12 years experience of Community Development practice focused on Gender Development, design, planning, implementation, Monitoring  evaluation of development programmes. Much of this work has addressed issues on poverty, COMMUNITY MOBILIZATION AND RESSETLEMENTB PROCEDURES  through supporting community/organizations to re-examine their role, formulate a new vision and institutes changes to improve their effectiveness in contributing to development impact. Lucas has a strong understanding of the community engagement interventions and a demonstrated capability in identifying key social issues, organizing dialogue and advising on best approaches to contribute to community development. Lucas  key area of specialization includes social policy, Disaster Management and Preparedness, Gender issues  and research, institutional analysis, project and program management, livelihood restorations planning, social impact and risk assessment, resettlement planning, good governance, civic empowerment, training, gender and health development.  His experience ranges across a number of different donor groups including, World Bank, DFID, BRITISH COUNCIL TANZANIA and USAID.
