Dr. Mohamed Hegazy

Dr. Mohamed Hegazy is a renowned leader in the realm of public policy and legislative drafting, boasting over 20 years of experience in formulating technological policies, particularly in emerging domains such as artificial intelligence and data governance. His extensive expertise in intellectual property rights, data protection, cybersecurity, e-commerce, and ICT governance positions him as a pivotal player in enhancing the digital economy both nationally and regionally.

During his tenure as the head of the Legislative and Regulatory Committee at Egypt's Ministry of Communications and Information Technology, Dr. Hegazy spearheaded the drafting of critical legislation, including the Cybercrime Act and the Personal Data Protection Law, establishing a robust foundation for digital governance that fosters innovation and technological growth.

As the former head of the Intellectual Property Rights Office at the Information Technology Industry Development Agency (ITIDA), he achieved notable milestones, such as the establishment of the first digital evidence laboratory for intellectual property cases in the Middle East, significantly contributing to the reduction of software piracy rates in Egypt.

In his role as a lecturer and trainer, Dr. Hegazy has delivered over 100 capacity-building programs targeting judges, prosecutors, police officers, government officials, and private sector leaders, covering vital subjects like cybersecurity, digital transformation, intellectual property, and policy implementation. He has also played a prominent role as a keynote speaker at numerous national and international conferences.

On the regional and international stage, Dr. Hegazy has collaborated with esteemed organizations such as UN-ESCWA, WIPO, GIZ, EU, USAID, the African Development Bank, and the European Union to develop innovative strategies and data governance policies, enhancing institutional capacities across the Middle East and North Africa. Additionally, he has contributed to drafting bills on e-commerce and consumer protection in Libya, startup laws in Zambia, and digital evidence legislation in Iraq.

Currently, Dr. Hegazy serves as a consultant for the United Nations Office on Drugs and Crime (UNODC), where he enhances the capabilities of law enforcement agencies to combat cybercrime. He also collaborates as an expert with the French Development Agency.

Dr. Hegazy holds a Ph.D. in Intellectual Property Law and a Master's degree in International Business Law, alongside prestigious professional certifications in cybersecurity, privacy, and data protection, including Certified Data Protection Officer (CDPO), Certified ISO Lead Auditor 27001, and Certified Data Privacy Solutions Engineer (CDPSE).
