Osman Mohammed Babikir Elgozouli

Osman Babikir (PhD) had accomplished over 20 years of experience of working as senior programme expert, researcher and strategic planner leading the development, execution, and evaluation of complex projects and programs. Osman has demonstrated expertise in strategic planning, resource and project management, and results-based monitoring and evaluation. He is highly skilled in designing and implementing complex programs, leading cross-functional teams, and applying strategic and system thinking tools to achieve results.

Dr Osman gained his PhD from University of Khartoum and University of Giessen (Germany) in 2007, his MSc and BSc from University of Khartoum (1999, 1994) with focus on efficiency of resources allocation, use, and integrating to analyze production, consumption and workers decisions through a lens of household modeling approach. Osman’s academic career spans over the period 1995-2011 and included different roles and responsibilities in teaching, training and working on research and as advisor for the government, UN Agencies, INGOs and local NGOs. From 2011 up to now, Dr Osman served as development professional in his country, the Horn of Africa region and on the wide continent’s trans-boundary development challenges.

In addition to his program management background, Osman is an experienced Economist and Researcher with a strong track record in consultancy, research and publications across diverse thematic areas. These include development economics, public policy, conflict analysis and peace building, migration and labor market analysis, market analysis, trade, food security, energy economics, pastoralism, livelihoods analysis, programme evaluation, climate resilience, entrepreneurship, technology and digitalization, gender mainstreaming, and the empowerment of women and youth.

In addition, he is also deeply committed and experienced to promote and undertake peace building, climate resiliency, renewable energy, baseline and endline studies and surveys, reconstruction and restoration of economies at micro and macro levels in conflict affected and fragile areas/countries. As a very good learner, Dr Osman has gained a lot through effective stakeholder engagements and exposure, many skills including, among others, honest diplomacy, efficient advocacy and communication, coordination skills, partnership building, skills of designing programmes, respect and knowledge of the requirements of development partners.
