Dr. Rabeh Morrar is a senior economic and public policy consultant with more than 15 years of professional experience in strategic planning, institutional reform, labour market systems, public finance, and economic governance in fragile and conflict-affected contexts .
He has served as Director of Research at the Palestine Economic Policy Research Institute (MAS), where he led large multidisciplinary teams, managed complex donor-funded projects, supervised procurement and research operations, and coordinated high-level policy dialogue with ministries, municipalities, and international development partners. He has successfully delivered over 60 national and international consultancy assignments for organizations including ILO, UNDP, FAO, GIZ, World Bank, ESCWA, OXFAM, SIDA, USAID, and various Palestinian governmental bodies.

Dr. Morrar has led the development of several national strategies and reform programs, including multidimensional poverty reduction strategies, agricultural insurance systems, public basic services reform, municipal fiscal restructuring, entrepreneurship ecosystem models, and sectoral competitiveness frameworks. He has designed governance structures, operational roadmaps, financial sustainability models, and measurable KPI systems to ensure implementation feasibility and accountability.
He is highly experienced in stakeholder engagement and consensus-building, facilitating structured consultations with ministries, regulatory authorities, chambers of commerce, private sector actors, donors, and civil society organizations. His work consistently translates complex economic analysis into actionable policy recommendations aligned with international standards and local institutional realities.
