Senior Public Financial Management (PFM), Financial Management Information Systems (FMIS/IFMIS), and government digital transformation specialist with 22 years of experience in PFM reforms and 37 years in software engineering. I have supported seven major PFM reform programmes and seven FMIS initiatives across the Middle East, Africa, Asia, and the Caribbean, including Oman, Sudan, Mozambique, Uganda, Bangladesh, the Philippines, and Jamaica.

My MENA experience includes more than four years supporting the Ministry of Finance of Oman as FMIS Architecture Expert and Senior Consultant to the Quality and Oversight Board for the Maliyah FMIS. I advised the project PMO and implementation teams on conceptual and functional architecture, Treasury Single Account operations, interoperability with the Central Bank through RTGS, ACH and SWIFT, procurement, implementation governance, quality assurance, testing, pilot and rollout planning, change management, and capacity building. I also designed the functional requirements and implementation approach for Sudan's IFMIS.

I combine strong PFM functional knowledge with hands-on technology, architecture, project management, and procurement expertise. My functional coverage includes fiscal and budget planning, budget preparation and execution, commitments and expenditure control, treasury and cash management, revenue and receipts, government accounting, fiscal reporting, payroll, debt, assets, procurement, and public investment. I have extensive experience with unified charts of accounts and budget classifications, TSA, programme and performance-based budgeting, IPSAS, GFS, PEFA, COFOG, and related international good practices.

I have led or advised FMIS assignments throughout the full lifecycle: PFM reform alignment, As-Is assessment, gap analysis, business process redesign, conceptual and functional design, requirements specification, procurement, implementation oversight, testing, pilot, rollout, operations, and evaluation. My technical experience includes BPMN, UML, Agile and traditional SDLC approaches, COTS and custom-built solutions, Oracle EBS/Financials, Hyperion, FreeBalance, analytics, systems integration, APIs, data warehousing, and business intelligence.

I hold an MBA in Project Management, a BSc in Computer Science, and the ACCA Certificate in Public Financial Management. I work fluently in English and Portuguese and have intermediate Spanish.
