Tamer El-Meehy

Senior development consultant, policy adviser and programme leader with over 35 years of experience working with governments, bilateral and multilateral development partners, UN agencies, international financial institutions, civil-society organisations and private-sector stakeholders. Brings together expertise in development policy and strategy, programme design and management, institutional development, applied research, results-based management, monitoring and evaluation, and capacity building, with more than 25 years of experience leading multidisciplinary teams and complex consulting assignments.
Extensive expertise in private-sector and MSME development, covering enterprise competitiveness, business-environment and regulatory reform, entrepreneurship, access to finance, business development services, innovation and technology, industrial development, investment promotion, value-chain development, supplier linkages, clusters and employment creation. Has advised at ministerial level, including serving as Adviser to Egypt’s Minister of Economy on SME development, and has supported government agencies, financial institutions, business associations and development partners in designing and improving policies, institutions and services for MSMEs.
Strong record in participatory policy and strategy development. Has led or played key roles in preparing Egypt’s SME development strategies and policy frameworks, Yemen’s National SME Strategy, Egypt’s Strategy and Action Plan for Enhancing SME Competitiveness, the National Strategy for the Development of Organic Clusters, a national handicrafts development strategy, and strategic frameworks for business development services and incubators. His approach combines policy and institutional analysis, stakeholder mapping, consultations, public-private dialogue and bottom-up participation with the preparation of practical action plans, implementation arrangements and monitoring mechanisms.
Substantial programme and project design experience, translating government and donor priorities into coherent, implementable interventions. Has developed programme and project documents, theories of change, results chains, results matrices, workplans, budgets, implementation structures, risk and assumption frameworks, and monitoring and evaluation systems for ILO, UNDP, USAID, AFD and other development partners. Major design assignments have addressed decent work, rural employment, MSME and value-chain development, poverty reduction, women’s economic empowerment, corporate social responsibility and institutional strengthening.
Proven project-management and team-leadership capability. Has managed long-term technical-assistance programmes and led multidisciplinary teams undertaking strategy development, policy reform, research, programme design, evaluation and capacity-building assignments. As Project Manager of the five-year AFD-funded Women Businesses Support Programme, managed and coordinated Entrust’s technical assistance to MSMEDA across interconnected workstreams covering women-owned MSMEs, financial and non-financial services, entrepreneurship, clusters, handicrafts, business development services and institutional capacity development. Responsibilities throughout his career have included work planning, budgeting, expert mobilisation, technical coordination, quality assurance, stakeholder management, reporting and client liaison.
Advanced expertise in results-based management, monitoring, evaluation and learning. Developed the results matrix and M&E framework for Iraq’s Decent Work Country Programme 2024–2029 and subsequently designed and delivered advanced RBM support for UN agencies and Government of Iraq counterparts. This work addressed theories of change, results formulation, indicators, baselines, targets, data quality, risk and assumption analysis, joint workplans, results reporting and alignment with UN planning systems. Has also designed M&E frameworks for numerous development programmes and provided RBM training, coaching and practical tools to government, UN, project and civil-society personnel.
Extensive evaluation, performance-monitoring and applied-research experience. Has led or contributed to final, mid-term and operational evaluations, programme monitoring, baseline studies, institutional assessments, labour-market studies, value-chain analyses, market scans and policy diagnostics for UNDP, Global Affairs Canada/CIDA, SDC, UNIDO, AKDN and other partners. Applies quantitative and qualitative methods—including surveys, statistical analysis, interviews, focus groups, stakeholder consultations and document review—to assess relevance, effectiveness, efficiency, sustainability, results and institutional performance and to produce practical recommendations for programme improvement and future design.
Strong institutional-development and capacity-building background. Has assessed and strengthened organisational structures, mandates, governance arrangements, strategic-planning processes, project-management systems, M&E functions, coordination mechanisms and staff capabilities within government agencies, MSME-support institutions, financial institutions, chambers and business associations, civil-society organisations and development programmes. Has designed capacity-development roadmaps, training programmes, operational tools and institutional arrangements and supported organisations in converting recommendations into implementable actions.
Broad experience in inclusive growth, decent work and development in fragile and conflict-affected settings. Assignments have addressed women’s economic empowerment, youth employment, rural livelihoods, poverty reduction, skills development, local economic development and the participation of the private sector in recovery and reconstruction. Regional experience covers Egypt, Iraq, Yemen, Syria, Jordan, Morocco and Algeria, including comparative work on recovery in Yemen, Libya, Iraq and Syria. Native Arabic and excellent English, combined with extensive engagement with senior officials, donors, UN agencies, businesses and communities, support effective work across national and international settings.
Extensive experience with major development partners, including USAID, AFD, ILO, UNDP, the World Bank Group, Global Affairs Canada/CIDA, GIZ/GTZ, AfDB, EBRD, SDC, JICA, UNIDO and the European Commission. Consistently combines strategic analysis and technical depth with consultation, facilitation, team leadership and practical implementation planning.
