Senior food security and agrifood systems governance specialist with 25 years of experience translating national food security strategy into enacted legislation, operational institutions, and measurable policy outcomes across South Asia and the MENA region. Recognised as the intellectual architect of ICESCO's multilateral WEFE Nexus (Water–Energy–Food–Ecosystems) investment programme, currently being finalised for ministerial adoption across Member States — providing direct, current familiarity with the Abu Dhabi and broader MENA government transformation landscape.

As Food Safety Specialist and Nutrition Focal Point at FAO Pakistan (2023–2026), served as principal technical advisor to the Government of Pakistan on food security governance, regulatory modernisation, and SPS compliance — leading national assessments, coordinating multi-ministry workstreams, and influencing federal policy from within the government planning cycle. This insider experience of how governments receive, process, and act on transformation advisory input is directly relevant to a TMO advisory mandate.

Key career-defining deliverables include: authorship of Pakistan's National Mandatory Food Fortification Act — the country's first unified federal food security legislation; leadership of Pakistan's first FAO/WHO Food Control System Assessment, producing the national diagnostic and reform roadmap now guiding federal regulatory governance; management of the Phytosanitary Capacity Evaluation under IPPC against WTO-SPS benchmarks; and establishment of the complete legal and institutional architecture of the AJ&K Food Authority — 20+ regulations, standards, and SOPs built from zero.

Across assignments with FAO, ADB, USAID, ITC, GAIN, and Nutrition International, consistently operated at the strategy-to-implementation interface — designing results frameworks, leading multi-stakeholder consensus processes, assessing institutional capacity, and producing policy-grade outputs adopted at federal and provincial level. Trained 850+ regulators, farmers, and food industry operators across six provinces; contributed to a USD 150M+ ADB workforce investment programme; and delivered supply chain and value chain assessments across dairy, meat, horticulture, and biofortified crop sectors.

Holds a PhD in Nanobiotechnology from the University of Queensland, Australia; 26 peer-reviewed publications; and professional food safety certifications to Level 4 (Highfield UK / CIEH). Australian Alumni Excellence Award recipient (2016).
