The GIZ “Improving Primary Health Care Provision in Libya” project aims to expand and enhance the quality of Primary Health Care (PHC) services so that they are accessible for vulnerable population groups, including women and girls, older people, people in need of psychosocial support, people with disabilities, internally displaced persons (IDPs) and migrants. The project focuses on eleven of GIZ’s 24 partner municipalities in the northwest, southwest and east of Libya. The project´s intervention areas are

  1. improving PHC provision on the municipal level
  2. improving the clinical, administrative, and social competencies of PHC workers, and
  3. building the capacity of selected municipalities in COVID-19 response.

The project’s main implementing partners are International Medical Corps (IMC) and Primary Care International (PCI).

The project activities are aligned with MoH priorities and national strategies, including the Family Practice Approach (FPA) and the National COVID-19 Response Plan. FPA is a strategic concept developed by WHO and partner countries following the principal of patient centered care towards attaining universal health coverage in the Eastern Mediterranean Region. The core elements of FPA include 

  1. Registration of the PHCC catchment population, PHCC roster and family/patient file
  2. Community engagement including Community Health Workers
  3. Continuous training for PHC workers
  4. Essential health services package and essential medicines list,
  5. Updated treatment protocols,
  6. Standardized set of medical equipment and furniture,
  7. Referral system, 
  8. Health care information system, and 
  9. Quality and accreditation
