Overview

The Agência Brasileira de Cooperação (ABC) is the Brazilian Cooperation Agency, created in 1987 and linked to the Ministry of Foreign Affairs. It is responsible for planning, negotiating, coordinating, and monitoring Brazil’s technical and humanitarian cooperation with developing countries. ABC operates mainly through South–South Cooperation, responding to official requests from partner governments and working in sectors such as agriculture, health, education, environment, public administration, and social development. Instead of directly financing or executing projects, the agency mobilizes Brazilian expertise by partnering with universities, research centers, ministries, and institutions, while also collaborating with international organizations like UNDP, FAO, and WHO. Its aim is to share Brazil’s successful public policies and technical knowledge, promote sustainable development, and strengthen diplomatic and economic ties with partner countries across Latin America, Africa, Asia, and, in some cases, the Middle East and North Africa (MENA).
