Oxfam says real reform means allowing local groups to take the lead, providing them with flexible funding, and treating them as equal partners. The organization notes that many actors in the sector have been calling for this shift for years. It adds that international organizations need to listen more, share power, and allow local teams to make key decisions.

At the same time, Oxfam highlights that humanitarian needs remain urgent. Millions of people in countries such as South Sudan, Yemen, and the Democratic Republic of the Congo are facing hardship due to conflict and climate change, showing the continued need for fast and coordinated global response.

The organization also says that international agencies still play an important role in fundraising, advocacy, and influencing policy. However, it stresses that the aim should be to accelerate reform together, noting that Oxfam has worked for over 80 years to adapt and improve the aid system so that local communities can take the lead.
