In 2019, the Dutch Ministry of the Foreign Affairs (NL MFA) has launched prospects, USD 558 million, 5 years (2019-2023) multiannual hybrid project program to be implemented in 8 countries of the Middle East and the Horn of Africa: Iraq, Lebanon, Jordan, Egypt, Ethiopia, Sudan, Uganda and Kenya. The program has entered into partnerships with five multilateral organizations including

• United Nations High Commissioner for Refugees (UNHCR);
• United Nations Children’s Fund (UNICEF);
• International Labor Organization (ILO);
• International Finance Corporation (IFC); and
• The World Bank (WB).

1. The focus of development cooperation is shifting to the unstable regions of the Sahel, the Horn of Africa, the Middle East and North Africa, with a view to tackling the root causes of poverty, migration, terrorism and climate change.

3. €290 million annually for emergency aid and improving the protection and prospects of refugees in host countries in the region of origin.

• Seeking cooperation with various parties that play a role, including the private sector
• Focus on the skills of young people which are often missing and needed including digital skills and soft skills such as to work independently, flexibility, etc.
• Tailor-made country programs that tackle labor market demand and skills supply together.

• Strengthen youth entrepreneurship through access to finance, training and networking
• Providing internship and apprenticeship experiences, career advice and information for job seekers, improving young people's skills, more modern vocational education and training, removing specific barriers for young women to participate in education or work (e.g. through childcare)
• Strengthen the voice of young people themselves and youth participation by offering them a platform and letting their voice be heard in the dialogue with governments, international partners and companies in the region

Intervention modalities and levels of operational cooperation per country are decided by the five partners, who work on the basis of the joint Multi-Annual Country Program (MACP), updated on yearly basis. Country-level operations are coordinated by the prospects Country Teams (CTs) working on the basis of country-level governance structures. The partnership is further articulated at the global level by the Multi-Annual Global and Regional Plan (MAGRP), and operationally supported by a Global Steering Committee, which includes HQ-level representatives from all five organizations and representatives of the Dutch Ministry of the Foreign Affairs
