In October 2025, Wilton Park convened a three-day conference focused on Gaza’s recovery and reconstruction. Co-hosted by the governments of the UK, Egypt, and Palestine, the event brought together international investors, Palestinian business leaders, development finance institutions—including the EBRD and World Bank—and partners from Germany, Italy, Saudi Arabia, and Jordan.
With 92% of homes damaged or destroyed after two years of conflict, the conference underscored the urgent need for a Palestinian-led reconstruction effort estimated to cost tens of billions of dollars. Delegates examined existing frameworks, including the Arab Islamic Recovery Plan and the Two-State Solution Conference Outcome Document.
Key discussions centered on mobilizing private capital alongside traditional donor funding, clearing rubble, rebuilding essential infrastructure, and restoring access to education and healthcare. Long-term economic development and support for the Palestinian Authority’s reform agenda were also highlighted.
Outcomes from Wilton Park will feed into the upcoming Cairo International Conference in November 2025, shaping global efforts to rebuild Gaza and advance a political horizon for the State of Palestine.
